Apply for a passport and identity card for Dutch citizens abroad
Do you have Dutch citizenship (nationality) and do you live outside the Netherlands? You can apply for a Dutch passport or identity card in a number of municipalities in the Netherlands.
Conditions
- You have Dutch citizenship (nationality).
- You live abroad.
- You are not registered in the Personal Records Database (BRP) anywhere in the Netherlands.
Needed to apply
- A passport photo. Strict requirements apply to the passport photo. Read all of these requirements on the Begin external link: website of the Government of the Netherlands (External link) , end external link. .
- All of your passports or identity cards.
- Proof of registration or deregistration stating your citizenship (nationality).
- Have you gotten another citizenship? Bring documents showing how and when you got this citizenship.
- Other documents, such as a copy of your birth certificate or proof of legal residence. This depends on the country you are living in. Apply for your child
To apply for a passport for a child younger than 18 years (passport) or younger than 12 years (identity card) you also need:
- written permission from the people with parental responsibility. Usually this is both parents. You can use the form Begin external link: Parental / legal guardian consent for minor applicants (External link) , end external link. .
- a (copy of a) valid proof of identity for the people who signed the form.
- your child must be present when applying for and collecting the document.
Your passport or identity card is lost or stolen
Has your Begin link: passport or identity card been lost or stolen , end link. ? Then report this when you apply for a new passport or identity document.
Apply
- You need to attend the appointment in person.
- During your appointment you will hear when you can pick up your passport or identity card.
- Pick up your passport or identity card from City Hall Spui yourself. You must collect it within 3 months after you apply for it. After that the document will be destroyed. Would you still like a passport or identity card after this 3-month period? Then you will have to submit a new application and pay again..

Because you are not registered in the Personal Records Database (BRP), the fees are higher than for a regular application. There are extra administration costs for the application. You need to pay these fees when you apply at the counter at City Hall Spui. You can pay cash as well as by bank card.
How long it takes
The municipality will first check whether the application is complete. If all of the documents are in order, your passport or identity card will be ready after 3 working days.
Plan for delays
Applying for a (new) passport or identity card can take a long time. This depends on your situation and documents. Take this into consideration.
- you have all of the documents you need before you make an appointment. If your application is not complete, the application will take longer. For more information go to the Begin external link: website of Netherlands Worldwide (External link) , end external link. .
- you do not apply in multiple municipalities at the same time. Submit the application at 1 municipality and complete the process at the same municipality.
- you cancel your appointment on time if you are unable to attend it.
Good to know
- There are language requirements for the documents. Check on the page Begin link: Translating foreign documents , end link. .
- If you want to use foreign documents in the Netherlands, you often first need to have them legalised. You can do this in the country which issued the document. Look at the Begin external link: website of the Government of the Netherlands (External link) , end external link. for instructions.
- You can use the new identity cards (valid as of 1 January 2021) to log in to DigiD. Once you have logged in, you can easily arrange your government, healthcare, education and pension fund affairs. After you collect your identity card at the municipality, you will receive a letter from DigiD within 5 working days. After that you can log in to DigiD with the card.
